Scaling Remote Village Services at Waitsia Gas Project

What began as a 12-month contract at the Waitsia Gas Project evolved into a five-year partnership supporting a growing remote workforce in Western Australia. Over the life of the project, Cater Care scaled village services, expanded infrastructure, and maintained consistent operations in a complex and fast-changing environment through integrated remote village services.

 

Project Overview

Cater Care commenced operations in 2021 at the Waitsia Gas Project in Dongara, Western Australia―the Waitsia Gas Plant is a joint venture operated by Mitsui E&P Australia and Beach EnergyThe scope included catering, housekeeping, laundry, waste management, and grounds maintenance for a 250-person construction village.

As the project expanded, so did the operational demands on site. Workforce numbers increased, services evolved, and expectations around workforce experience continued to grow. Maintaining service quality through that growth became a key focus throughout the partnership.

By the conclusion of the contract in March 2026, Cater Care had supported the site for five years and serviced nearly 400 personnel daily at peak occupancy.

 

Supporting a Growing Workforce

To support the expanded village population, Cater Care worked with the client to establish a separate remote crib room and overflow facilities, helping maintain meal access, comfort, and service flow during peak periods.

Alongside operational expansion, the catering offering was also enhanced to better support workforce experience on site. Originally operating under a bronze-level specification, the service was later upgraded to a gold-level offering with expanded menu variety and broader dining experiences across the roster cycle, strengthening the site’s overall remote catering services offering.

A personal laundry service was also introduced, with workers receiving personal bags for washing, drying, folding, and return. For personnel spending long periods away from home, small operational touches like this contributed meaningfully to day-to-day comfort on site.

Operational Challenges Managed Proactively

Remote construction villages require strong operational controls, responsive management, and clear communication across both client and workforce teams. Throughout the Waitsia Gas Project, challenges were addressed quickly to help maintain service continuity across site operations and broader remote village management requirements.

  1. Food Safety Across Remote Operations
    Operating remote crib rooms across Western Australia’s Mid West region required careful management of food transport and storage across multiple service points. When food handling and supply challenges emerged during the project, Cater Care worked closely with site teams to strengthen transport procedures, reinforce food safety controls, and increase operational oversight across remote crib operations.
  2. Workforce Continuity
    Like many operators during the period, the project faced broader industry workforce pressures. Cater Care responded by strengthening its internal recruitment pipeline and expanding its casual workforce pool, helping improve employee continuity and maintain consistent service standards across the village.
  3. Bushfire Evacuation
    A nearby bushfire required a full village evacuation during the project. Cater Care’s site leadership team worked closely with the client to coordinate communications, support residents, and assist with the orderly mobilisation of residents back to Perth. The evacuation process was completed safely and efficiently, with regular updates maintained throughout.

 

Supporting Workforce Experience on Site

Maintaining morale across long remote rotations requires more than core services alone. Alongside day-to-day catering and village operations, Cater Care focused on creating positive routines and social moments that helped strengthen residents’ experience on site.

The team introduced monthly grill nights, themed dinners, outdoor winter BBQs, Christmas events, and regular town hall gatherings. Over time, these became well-supported parts of village life and contributed to a strong sense of community across the workforce.

Senior Cater Care leaders maintained a regular on-site presence throughout the contract, working closely with village management and client representatives to address issues quickly and keep operations aligned with site expectations.

 

Delivering Stability in a Changing Project Environment

Over five years, the Waitsia Gas Project expanded significantly in both scale and operational complexity. Cater Care supported that growth by scaling village services, maintaining consistent operational standards, and responding quickly to evolving workforce needs.

From infrastructure expansion and catering upgrades through to emergency response and site demobilisation, the project demonstrated the value of experienced leadership, strong client communication, and disciplined site management.

By the conclusion of the contract in March 2026, the site close-out was completed smoothly, with all transition processes seamlessly managed across the village.
